I made the decision that this is the week I do my taxes. I'll have company staying here for two weeks and I didn't want to inflict the "tax time" me upon them. The slave is wisely undemanding during this time. She feeds me and stays away. I've spent the past several days adding and subtracting numbers and multiplying them by odd percentages. There were many Forms to fill out. I finished mine today. It turns out that I get a refund because business sucked more than I predicted. That's nice, I guess. Tomorrow, I can start on The Child's taxes.
Utah has passed an anti-porn Internet bill that seems designed to line the pockets of lawyers with taxpayer monies. Gov. Jon Huntsman yesterday signed into law a bill that requires content providers to rate the material on their sites, the Utah’s attorney general’s office to compile what critics are calling a blacklist of sites deemed “harmful to minors” and service providers to block access to such sites upon request. The law goes into effect immediately.
One problem with the new law is that it requires Internet Service Providers to block access to adult content to those who request it. But the law doesn't define what an "Internet Service Provider" is. Coffee shops? Cable companies? Universities? Another problem is that the law states that content providers that fail to classify material the attorney general later finds to be harmful to minors will face a class-A misdemeanor, punishable by up to one year in prison and a $2,500 fine. But the law does not give any clues as to what "harmful to minors" means.
Enforcement of the law is expected to cost $250,000 in the first year and $70,000 each year after. But the real cost to Utah taxpayers will come in trying to defend such a poorly written law in court. The American Civil Liberties Union already has challenged similar legislation in several other states, including Pennsylvania and New Mexico, and has won each case, typically leaving the taxpayers to pick up the states’ legal bills, which often exceed $1 million.

According to a recent study, computer users have only themselves to blame for the continued use of unwanted bulk emails. The study found that 31 percent of users click on embedded links within spam emails, thereby letting spammers know their email accounts are live and, in many cases, loading their computers with spyware and viruses. By clicking spam links, users ensure that the bulk email business remains economically viable. Unsolicited mail is nothing but sucker-bait. If one in ten people is actually buying stuff from the spam gypsies, the old saying that there is a sucker born every minute is sadly out of date. The world birth rate is 4 births/second. Apparently in the modern world, there is a sucker born every 2.5 seconds.

The latest outrage to hit Iraq is the revised plan for the weekend. When I left on Feb. 2, Iraqis observed their own weekend: half a day off on Thursday and a full day off on Friday, the Islamic holy day. This was a little inconvenient for us westerners working here, since that meant we started work on a Saturday while our editors were taking these two days off. The only real overlap in the Iraqi workweek and the rest of the world's was Monday through Wednesday and that dratted half-day on Thursday.Well, three weeks ago, the Iraqi interim government decreed that the weekend would henceforth be two full days: Friday and Saturday. On the surface, this makes a lot of sense. It means government workers won't be making the hazardous trip to and from work quite as often, and it will allow Iraqis to interact with the rest of the world four out of five business days. But college students, many of them belonging to organizations professing loyalty to populist cleric Moqtada al-Sadr, are outraged. They're demonstrating on university campuses all over Iraq denouncing Saturday-as-holiday as a “Zionist conspiracy.” Why? Because Saturday is the Jewish sabbath, and Jews are, well, the bad guys in Iraq. One of my staff here at the TIME house is furious with the idea of taking Saturday off, saying, “The Jews occupy Iraq and they want to take their day off.” (He also believes the Iranians occupy Iraq because of the Sistani coalition's victory in the Jan. 30 elections. He's Sunni.)
In Oklahoma, Dogs must have a permit signed by the mayor in order to congregate in groups of three or more on private property. They don't enjoy the same set of civil liberties as people. They DO get to urinate in public, though. I guess there are tradeoffs.
